A major shake-up has taken place at the helm of Togo’s tax administration. Yawa Djogbodi Tsègan, former Speaker of the National Assembly, has officially been appointed Commissioner-General of the Togolese Revenue Office (OTR), succeeding Dr. Philippe Kokou Tchodié, who served five years in the position.
The handover ceremony was held on Friday, October 24, 2025, at the OTR headquarters in Lomé, in the presence of government officials and senior staff of the institution.
An experienced leader at the head of a key institution
A lawyer by training and a seasoned stateswoman, Yawa Tsègan is no stranger to high-level public service.
She previously served as Minister of Urbanism, Housing and Land Reform, Member of Parliament, and President of the National Assembly, before being recently elected Mayor of Kpélé 2.
Her appointment symbolizes the government’s intention to combine female leadership with administrative efficiency in a crucial area: domestic revenue mobilization.
“It’s a mission of trust and responsibility,” Tsègan declared during her swearing-in.
“I am committed to continuing the work already begun while pushing further the modernization of our fiscal administration.”
Building on Dr. Tchodié’s legacy
Outgoing Commissioner-General Dr. Philippe Kokou Tchodié leaves behind a strong legacy marked by major structural reforms:
- Full digitalization of tax and customs operations,
- Improved revenue collection and traceability,
- Simplified administrative procedures for businesses and citizens alike.
Under his leadership, the OTR became a central pillar of Togo’s economic governance and transparency efforts.
Now, Tsègan inherits a dynamic but challenging institution. Her task: to make Togo’s tax system more inclusive, digital, and development-driven, in line with the country’s modernization agenda.

Created in 2012, the Togolese Revenue Office (OTR) consolidates customs and tax services under one roof. Its mission: to collect state revenues, combat fraud, and strengthen citizen trust in taxation.
